
Bismarck, N.D. – The North Dakota Ethics Commission is pleased to announce Kelly Leben has been appointed to serve as its newest Commissioner. Leben brings an exceptional background for serving North Dakota in the field of law enforcement for 35 years and has been Burleigh County Sheriff since 2019. He was appointed on June 19, 2026, to fill the unexpired term of Dr. Cynthia Lindquist, who resigned from the Commission at the end of May.
Sheriff Leben is a native of Bismarck, North Dakota. Leben joined the United States Army and served for five years achieving the rank of Sergeant. Leben then returned home and began working for the Burleigh County Sheriff’s Department where he worked his way through the ranks. He was elected as Burleigh County Sheriff in 2018 and re-elected in 2022. In January 2026, he announced his retirement. His term as sheriff will end on December 31.
Leben obtained an associate’s degree in criminal justice from Bismarck State College, a bachelor’s degree in management from the University of Mary, and is a graduate of the Federal Bureau of Investigation National Academy in Quantico, VA. Sheriff Leben and his wife enjoy spending time with their two daughters and are active in the community.

His extensive experience in law-enforcement investigations, coupled with his commitment to strengthening public trust through openness and transparency, brings a unique perspective to our work. The Commission is honored to welcome Sheriff Leben.”
Upon accepting his appointment as Commissioner, Sheriff Leben said, “I look forward to getting started and contributing to the work ahead.” He noted his straightforward, action‑driven mindset has guided him throughout his 35 years in law enforcement and will continue to shape his approach on the Commission. Leben emphasized he is eager to contribute, collaborate, and advance the Commission’s mission with the same commitment and diligence he has brought to every stage of his career.
Commissioners are appointed by consensus agreement of the governor, the majority leader of the senate, and the minority leader of the senate. The Commission extends its sincere thanks to Governor Armstrong, Majority Leader Hogue, and Minority Leader Hogan for appointing Sheriff Leben.
