A complaint was filed regarding the Director and two employees of the Three Rivers Human Services Zone. An investigation was completed and the complaint was brought before the Zone Board for a hearing. I am a board member. The complaint was filed by Joshua and Nicole Scherr. Joshua Scherr is a current officer with the Mandan Police Department. He became employed with the PD in 2017. I was a Lieutenant with the Mandan Police Department at the time Officer Scherr was hired and later in 2017, I was promoted to Deputy Chief. I held that position until my retirement in December of 2022. I saw Nicole Scherr on numerous occasions due to my working relationship with Joshua. Since my retirement, I have had contact with Joshua when visiting the Police Department. I have spoken with Nicole at various department related events or out in public. While not friends, I have had a friendly relationship with the Scherrs. Because of this, I believe my participation in the hearing would be a conflict of interest.

The hearing was held on February 19, 2026. I recused myself from participation in the hearing due to my relationship with Joshua and Nicole Scherr. I informed the Board at the beginning of the hearing of my conflict of interest. My recusal and the reason was on the record.
