OVERVIEW

On May 27, 2025, the North Dakota Ethics Commission (“Commission”) found Representative Jason Dockter engaged in three ethical violations related to his ownership in entities that lease space to the State of North Dakota and his service in the Legislative Assembly. Information related to the complaint matter was previously confidential under North Dakota law.

The Commission’s file in this matter consists of the following:

           (1)       the Commission’s May 27, 2025 Order;

           (2)       the Report and Recommendation containing the investigation’s findings as required by N.D.C.C. § 54-66-09 and 

                       N.D. Admin. Code § 115-02-01-07; and

           (3)       the Commission’s investigation file for this matter, which has now become the complaint record.

Pursuant to the Commission’s Order of May 27, 2025, N.D.C.C. § 54-66-12(1), and N.D. Admin. Code § 115-02-01-09, portions of the Commission’s file related to the complaint are released to the public. The Commission will maintain these files on its website. Please note markings or textual references designating individual items or pages as confidential are no longer applicable.

At this time, the Commission makes its May 27, 2025 Order, the Report and Recommendation, the complaints, court documents, and Representative Dockter’s response to the complaints public. The remaining documents in the Commission’s investigation file are under review and are publicly unavailable at this time. The Commission is undergoing a review to determine whether the additional items in the investigation file are exempt or confidential under North Dakota law unrelated to Commission complaints. Once this review is completed, additional items may be added to the publicly available file.

Due to security concerns, the Commission will not publicize residential addresses in the documents available on the Commission’s website. However, the original versions of these open records are maintained internally by the Commission.
